Yes, I have encountered that. I have to ResizableControlExtenders working on 2 different Panels all under an UpdatePanel. On the Partial Postbacks, The "handle" for the resizable control SOMETIMES moves vertically along the panel in which it resizes. If I "chase" the handle, I can still manage to resize my panel and the handle kind of moves back to where it belongs...
I somehow doubt that this is the intended functionality. It certainly seems to be an issue only when working inside of an Update Panel. Doing a Full Page Postback seems to fix the handles, but that isn't exactly a suitable workaround.
Suggestions (or a possible bug report) would be helpful.

I have the same problem too. After the first update, there is no way to control the Handle.
